Subject: Warning of Kigali’s Manœuvres
OPEN LETTER
Your Excellency Mr President,
– Considering the transfer to the Rwandan Government on 22 July 2024 by the Zambian Government of 10,000 hectares of land, following an agreement signed in 2022 during President Paul Kagame’s visit to Zambia, where he met his counterpart Hakainde Hichilema;
– Considering the transfer to the Rwandan Government on 12 April 2022, by the Government of Congo Brazzaville, of land totalling 12,000 hectares located in three (3) of the country’s departments, including one in the City of Brazzaville itself;
– Considering the recent granting, on 26 September 2022 by President Faustin Archange Touadera and without any justification, of Central African nationality to more than 500 Rwandan nationals, including mainly military personnel on mission in the Central African Republic;
– Considering the negotiations underway between the Government of Rwanda and the Government of Southern Sudan with a view to the transfer of land to the Rwandan State, whether in return for payment or free of charge;
– Considering the allocation by the Mozambican Government to the Rwandan Government, since 2022 in the north-western province of CABO DELGADO, of various plots of land for the installation of a military base and the establishment of commercial companies affiliated to Paul Kagame’s Crystal Venture holding company;
– Considering the agreements signed on 16 April 2022 between the Governments of Rwanda and Angola, including one on the development of agriculture and livestock;
– Considering the Tripartite Free Trade Agreement (TFTA) between COMESA, EAC and SADC, which came into force on 25 July 2024;
– Considering the war of aggression waged by Rwanda in the east of the DRC, under cover of the M23 terrorist movement, with unspeakable suffering inflicted on the civilian population, as attested by recent UN and European Union reports;
We, the Rwandan Movement for the Republic and Democracy (MRD), a political platform committed and determined to eradicate all forms of injustice, oppression and inhumanity characteristic of the oppressive RPF regime headed by Paul Kagame, which has been in power in Rwanda for 30 years, have the great honour to inform you of the following observations:
1. In the aftermath of the military defeat and dismantling of the M23 Movement in 2013, its sponsor Paul Kagame, with the support of his accomplices in the international system, studied all strategies likely to facilitate an effective resumption of attacks against the DRC. The acquisition of land and the establishment of armed elements in all the countries bordering the DRC was chosen as the most effective strategy. Given the size of the DRC and its remoteness from the capital Kinshasa, the scenario chosen was to attack the DRC from neighbouring countries. So let us ask President Hichilema of Zambia in particular: what are the 1,000 tonnes of maize that Kigali gave you worth, given the risk of attacks on the DRC from your territory? Are you prepared to take responsibility for having supplied the murder weapon to the aggressor against the DRC? As regards the safety of Rwandan nationals who have found refuge in the towns and various refugee camps, including Maheba and Mayukwayukwa, will you be proud when Kagame’s death squads start killing refugees on your territory, as they do regularly in Mozambique, Malawi and South Africa?
2. Congo Brazzaville is also set to play a central role in this assault on the DRC, as Kinshasa and Brazzaville are the two closest capitals in the world. We would like to draw your attention to the highly strategic location of this site in the Brazzaville department: situated on the banks of the Congo River, it faces Kinshasa-Ndjili international airport in the commune of Nsele on the banks of the Malebo Pool. If you remember how Paul Kagame’s commando unit shot down the plane carrying Rwandan President Habyarimana and Burundian President Ntaryamira on the evening of 6 April 1994, and you know how many times Kagame expressed his intention to attempt to kill President Félix TSHISEKEDI, you can easily understand what is at stake with this plot of land located a short distance from Ndjili airport. So let’s ask the Congolese President Denis Sassou Nguesso in particular: isn’t giving up this land to the aggressor of the DRC a betrayal of your Congolese brothers on the other side? Tribute to the sovereign Congolese people, who have been radically opposed to this strange transfer of their ancestral land ever since they were informed of it.
3. With regard to the strategy of infiltration, espionage and in-depth action, the DRC, and in particular the civil and military administration of TSHISEKEDI, is heavily infiltrated by elements in the pay of Kagame. Looking at the current situation of the infiltration of the DRC, we are bitterly reminded of the strategy implemented by Kagame in 1993, which ended up undermining President Habyarimana’s defensive system: The RPF had discreetly introduced cells of armed commandos into Rwanda, and these infiltrated the Interahamwe militia groups until they took over the leadership, and it was they who accelerated and completed the genocide of the Tutsis while Kagame’s megaphones blamed everything on the Habyarimana administration. We therefore appeal in particular to the President of the Central African Republic, Faustin Archange Touadera: the 500 Rwandan nationals to whom you gave Central African citizenship two years ago, Your Excellency, are there to spy on you, to loot you and to prepare the assault on the DRC. As we speak, moreover, there may no longer be a few hundred Rwandan elements in action and waiting to attack the DRC, but thousands. You yourself, with this residence in the heart of Kigali and everything in it, are literally tied up, Excellency! Are you going to be proud and take full responsibility the day your “new compatriots” become decisively involved in the assault on Kinshasa?
In view of the facts and the above observations, the MRD recommends :
1. The Heads of State called upon to pull themselves together and to redouble their vigilance in the face of the manipulations of Kagame, who is trying, by every means possible, to use their territory and their administrations to march on Kinshasa;
2. It is up to all the heads of state of neighbouring countries to be extremely cautious in the face of Kagame’s offers of collaboration, which are intended, in a thinly veiled way, to get their hands on the DRC, even if it means causing an unprecedented human and political disaster;
3. President Félix TSHISEKEDI and those around him should be doubly vigilant, questioning the suspicious partnerships between his neighbours and his aggressor Kagame, and above all consider, in accordance with the principles of international public law, any act by a neighbouring country that facilitates Paul Kagame’s crimes on the territory of the DRC to be an unfriendly act.
